Data Quality

State Safety Data Quality

  • Updated The evaluation reports and tools in the Evaluation Area were updated based on the October 23, 2009 Motor Carrier Management Information System (MCMIS) snapshot.

Supplemental Reports*

  • Updated The MCMIS and DataQs Supplemental Reports in the Monitoring Area were updated based on the October 23, 2009 MCMIS snapshot.

State Data Analysis Reports*

  • Updated The State Data Analysis Reports were updated based on the October 23, 2009 MCMIS snapshot.

FARS/MCMIS Matching Tool*

  • Updated The National and State FARS/MCMIS Matching Tool* has been updated to reflect matching results using the September 25, 2009 MCMIS data snapshot and the 2008 FARS data. This tool provides States with crash information that can be used to reconcile differences between the FARS and MCMIS databases. Records are presented in sets as "matched", "potentially matched", and "not matched".

    * The FARS/MCMIS Matching Tool is available on a secure area of A&I Online and can only be accessed by authorized FMCSA and State Enforcement users.

NAFTA Safety Stats

  • Updated The NAFTA Safety Stats reports have been updated using the September 25, 2009 MCMIS data snapshot. This update includes motor carrier census, roadside inspection, traffic enforcement, compliance review, and crash data up to September 25, 2009. The US and Mexican Carrier Report has also been updated.

SafeStat

  • The November 3, 2009 SafeStat release and Inspection Selection System-D (ISS-D) results are now available in SafeStat Online for all Interstate and Intrastate carriers. This release is based on data as of October 23, 2009.

Driver Information Resource*

  • The November 3, 2009 Driver Information Resource (DIR) data release is now available. This release is based on the October 23, 2009 MCMIS data snapshot. The DIR provides a web-based lookup capability that allows FMCSA and State enforcement personnel to search, via a secure password, a driver’s crash and inspection history by driver name, commercial driver license number or carrier identification information.

Passenger Carrier Safety

  • The November 3, 2009 Passenger Carrier Safety release is now available. This release is based on the updated SafeStat results using data as of October 23, 2009.

Gotham*

  • New Entrant Inventory Report. A new data field, "CR Required" has been added to the New Entrant Inventory Report. This field indicates if the New Entrant carrier requires a Compliance Review instead of a Safety Audit.
  • NEW The Gotham website has added a new message board to its Home Page. View this board often for news on:
    • The latest enhancement made to new and existing Gotham reports
    • Messages detailing future reports to be added
    • Improvements made to the Gotham website

Passenger Carrier Safety

Analysis Results and Reports

Analysis Reports

  • NEW The Analysis of FMCSA's Revised Civil Penalties (1995–2006): A Follow-Up Study report updates a 2004 study of the effectiveness of the revised civil penalties established in the Transportation Equity Act for the 21st Century. The 2004 study focused on the impact of the revised civil penalty schedule on the dollar amount of fines assessed to carriers and on the number of violations assessed. This follow-up report reevaluates those findings, using more comprehensive data.

Passenger Carrier Safety

  • The September 9, 2009 Passenger Carrier Safety release is now available. This release is based on the updated SafeStat results using data as of August 28, 2009.

  • This month's feature showcases the Driver Safety Evaluation Area (SEA) available from SafeStat Online.

Crash Statistics

  • Updated The National Profiles section includes updated reports available through the State Comparison area.
    • The Crash Reporting Status* — Quarterly Updated Reports were updated for the years 2004–2009 using the June 26, 2009 MCMIS data snapshot. These reports provide summarized statistics on the National Governors' Association (NGA) reportable crash records for each service center and State.
  • Updated The About Statistics* section now includes the quarterly release of the State Crash Records. The data have been updated for the years 2004–2009 using the June 26, 2009 MCMIS data snapshot and 2008 FARS data.
  • Updated The Crash Statistics Mapping Tool ** has been updated for the years 2004–2008 using the June 26, 2009 MCMIS data snapshot and 2008 FARS data. The mapping tool allows users to dynamically generate, display, print, and download maps and tables with crash and roadside inspection data.

  • Updated * The SafeStat Monthly Intrastate Non-Hazmat Carrier Reports have been redesigned. The report now contains an option to select intrastate or interstate carriers for the Detail SafeStat and Contact Information report. The report also includes the motor carrier identification number.

CVSP Toolkit*

  • NEW The 2009 CVSP Training Presentations are now available in the Supporting Materials section. These presentations were delivered during the CVSP Training sessions held on April 9, 2009 in Louisville, KY as part of the FMCSA/MCSAP Leadership Conference.
    • Introduction to Performance-Based CMV Safety Objectives — This session presents a process for developing a performance-based CMV Transportation Safety Objective.
    • Strategies and Activities for Achieving State Data Quality Objectives — This session presents strategies and activities that states may wish to use to improve the reporting of crash data.
    • Measuring State Performance with a Prototype New State Safety Performance Measures (SSPM) Tool — This session introduces a new prototype State Safety Performance Measures Tool developed based on the CSA 2010 concepts.
    • Using Program Effectiveness Models to Analyze the Allocation of Resources to FMCSA Safety Programs — This session demonstrates, by a state example, how the Program Effectiveness Models can be used to optimize state and federal resources.

GOTHAM*

  • Updated We are in the process of updating the reports located on the GOTHAM site. The following reports have been enhanced:
    • 4 Prioritization reports:
      • SafeStat List — contains the SafeStat information on carriers as well as the Passenger Bump-up and J-list.
      • Conditional Carriers — listing of carriers that had a conditional or unsatisfactory rating for their previous compliance review.
      • MCSIP Required Action — also contains the Passenger Bump-up and J-list.
      • Carrier Out-of-Service (OOS) — find carriers that are under an OOS order, and that have activity following an OOS order.
    • 4 Carrier Registration reports: Find carriers either domiciled in your State or that your division would investigate (OIC) for:
      • Passenger Carriers — search for passenger carriers based on size, and operating/insurance requirements.
      • Household Goods (HHG) Carriers — search for interstate and intrastate HHG carriers.
      • Hazardous Materials (HM) Carriers/Shippers — can also search by type of hazardous material carried or shipped.
      • Carriers with Inappropriate Activity — inactive/registrants/non-carriers with activity, intrastate carriers with interstate activity.
    • 1 New Entrants report:
      • Inventory — Find the national, service center and state totals of new entrant carriers, and lists for each state on new entrant carriers.

Passenger Carrier Statistics

  • A NEW Passenger Carrier Statistics module has been added to A&I. This new module currently provides a summary of applications entered or granted for passenger carrier authority within the past 5 years, and other reports covering review, safety audit, inspection and violation information on passenger carriers and vehicles.

    The reports provide options to choose fiscal or calendar year, vehicle type where appropriate, and carrier domicile including United States, Canada, and Mexico.

Crash Statistics

  • NEW 2007 Large Truck Crash Facts* were added to the National Profile Reports area under Crash Facts. This report contains descriptive statistics about fatal, injury, and property damage-only crashes involving large trucks in 2007. Select crash statistics on passenger vehicles are also presented for comparison purposes.

    *This report is also available in the Analysis Results and Reports module of the A&I Online website.

Program Measures

Traffic Enforcement sub-module

  • Updated All reports in the Traffic Enforcement (TE) sub-module have been updated to include 2008 Traffic Enforcement data. The update is based on the FMCSA Motor Carrier Management Information System (MCMIS) December 19, 2008 data snapshot. The data released at this point represents a "first look" at 2008 data. The reports do not include all 2008 activity since all reports were generated from a MCMIS snapshot that was taken prior to the end of the year. Complete reports will be available in the near future based on a March 2009 snapshot of the MCMIS data.


Passenger Carrier Safety

Program Effectiveness

  • NEW The Program Effectiveness area has been significantly enhanced in the latest release of A&I. This new module makes the annual results from the FMCSA Program Effectiveness Models available as customizable Web reports. National results as well as state specific results are just two of the report types available to users of this module.. The objective of the FMCSA's Program Effectiveness research is to measure the effectiveness of the FMCSA Safety Programs. The Compliance Review Effectiveness Model and the Intervention Model provide estimates of the beneficial impact of these programs on reducing crashes resulting in lives saved and injuries avoided.

Crash Statistics

Program Measures

Compliance Review sub-module

  • Updated All reports in the Compliance Review (CR) sub-module have been updated to include 2008 Compliance Review data. The update is based on the FMCSA Motor Carrier Management Information System (MCMIS) December 19, 2008 data snapshot. The data released at this point represents a "first look" at 2008 data. The reports do not include all 2008 activity since all reports were generated from a MCMIS snapshot that was taken prior to the end of the year. Complete reports will be available in the near future based on a March 2009 snapshot of the MCMIS data.

Roadside Inspections sub-module

  • Updated All reports in the Roadside Inspections (RI) sub-module have been updated to include 2008 Roadside Inspections data. The update is based on the FMCSA Motor Carrier Management Information System (MCMIS) December 19, 2008 data snapshot. The data released at this point represents a "first look" at 2008 data. The reports do not include all 2008 activity since all reports were generated from a MCMIS snapshot that was taken prior to the end of the year. Complete reports will be available in the near future based on a March 2009 snapshot of the MCMIS data.

State Data Analysis Reports*

  • One new report has been released to the State Data Analysis Reports * located in the Improvement Area. This update provides additional information to assist States in identifying and monitoring their State's data quality activities that directly impact the monthly SSDQ evaluation. Report titles identify the SSDQ measure complemented, and these updates are reflected on the description page. This release includes:
    • NEW Crash Record Completeness — Monthly Analysis: This report presents an analysis of the driver and vehicle fields in each crash record reported to FMCSA broken down by 1 month increments for the 12–month analysis period. A field is considered complete if it contains any data.

  • NEW A new "MCS-150 update reminder" feature has been added to SafeStat's Carrier Overview page. Every 24 months all motor carriers, unless exempted, must file a new Motor Carrier Identification Report (MCS-150) to update their carrier registration data.

Passenger Carrier Safety

  • The March 3, 2009 Passenger Carrier Safety release is now available. This release is based on the updated SafeStat results using data as of February 20, 2009.

A&I User Interface

FMCSA’s Analysis & Information Online (A&I) website, sponsored by the Analysis Division (MC-RRA), supported over 3.3 million user sessions during FY 2008. The website provides a broad spectrum of motor carrier related safety data and analysis and has been serving Federal and State enforcement staff, motor carriers and the general public with constantly updated Federal and State collected safety data since 1998.

In the decade since its release, web users’ data needs have grown significantly and there have been dramatic advancements in the tools and technologies available to web developers to meet this demand.

As a result, the A&I development team has embarked on an extensive update of the site which includes both the user interface and underlying database system.

The improvements will be released in phases with the current release including the site's "Home", "What’s New", "Contacts" and other static support pages and the A&I Data page. Additional releases are planned on a monthly basis over the coming year.

The planned enhancements include:
  • FMCSA’s standard interface design
  • A new, more expansive home page with more direct links to A&I’s data modules
  • Consistent use of navigation, expanded report filtering and new functionality
  • More frequent updates to reports and their underlying data

Crash Statistics

  • Updated *The About Statistics section has been updated with the quarterly release of State Crash Records. The data have been updated based on the December 19, 2008 MCMIS data snapshot.
  • Updated *The Crash Reporting Status — Quarterly Updated Reports, located in the National Profiles section has been updated for the years 2003–2008 from the December 19, 2008 MCMIS data snapshot. These reports provide summarized statistics on the National Governors' Association (NGA) reportable crash records for each service center and State.
  • New! 2007 Large Truck Crash Overview** was added to the National Profile Reports area under Crash Facts. This report provides an overview of large truck crash data by trends, vehicles, drivers and crash environment for 2007.
